India, 4th November, 2025: As Goa evolves beyond its image as a tourist paradise, a new movement is redefining the State’s identity one powered by innovation and inclusivity. The Department of Information Technology, Electronics and Communications (DITE&C) has launched the #EmpoweredInGoa campaign to celebrate how technology is enabling Goans to unlock their fullest potential in the digital age.

Empowering Goa

Minister for Information Technology, Electronics and Communications (ITE&C), Shri Rohan Khaunte, shared,

“The biggest strength of Goa lies in its people. With EmpoweredInGoa, we are not just showcasing the State’s digital advancements, but creating opportunities for every citizen to be part of Goa’s digital journey. This campaign celebrates how Goans are using technology to build, learn, and create shaping the State’s future together.”

The EmpoweredInGoa initiative highlights how digital transformation is uplifting communities, streamlining governance, and enhancing quality of life. From nurturing startups and supporting digital skilling to improving access to public services and flexible work opportunities, Goa is driving empowerment at every level.

Through DITE&C, the State has introduced policies that simplify ease of doing business while offering fiscal and infrastructural incentives to foster IT growth. Connectivity advancements including free Wi-Fi hotspots, the Har Ghar Fibre initiative delivering high-speed internet to households, and Gramin Mitra services assisting senior citizens ensure digital benefits reach all sections of society.

Emphasising inclusivity, Shri Kabir Shirgaonkar, Director of DITE&C, said,

“Empowerment begins with access to technology, opportunities, and knowledge. Our initiatives like the Mahila Digital Sashaktikaran Yojana (MDSY), IT Knowledge Centres, and the Free Laptop Distribution Scheme for Meritorious SC/ST Students are ensuring digital literacy even in the remotest corners of Goa.”

With the Goa Startup Policy 2025, the State continues to fuel entrepreneurial growth through seed funding, mentorship, and infrastructure support. Initiatives such as the Goa Open Innovation Challenge 2025 and the upcoming Goa Startup Accelerator are further nurturing the startup ecosystem.

Embracing its role as India’s Creative Capital, Goa stands as a model for people-driven progress, where empowerment is not just a policy but a shared journey. The #EmpoweredInGoa movement reaffirms the State’s commitment to building a digitally inclusive and innovative future for all.
